In the second century A.D., Ptolemy identifies the Menapii as resident in the area now embraced by counties Waterford and Wexford. Later, Waterford was called Decies and the dominent tribe the Desii or Decii, later called O'Phelan when surnames began to be used. Besides O'Phelan, the other major clan in Waterford was the Norman Power family. Lesser clans or septs included Aylward, Wyse, Henebry, O'Brien, McGrath, O'Keane, O'Brick, and O'Crotty.
